The military-backed government in Egypt is planning to ratify a draft law on combating terrorism.
The interim government wants to put the law into effect before the upcoming trial of Egypt\'s ousted president Mohamed Morsi on November 4th. The government expects potential unrest during the trial and fears that the mandatory expiry of the state of emergency laws in mid-November will pave the way for more protests. Based on the new law, which was signed by the interim President Adly Mansour, protesters will have to receive permission from police in advance before staging any protests. The new law comes only days after the interim government allowed security forces to enter university campuses without prior permission. Meanwhile, Egyptian students have once again taken to the streets in the capital Cairo to demand an end to the military rule. Demonstrators were marking 100 days since security forces broke up sit-ins calling for ousted president Mohamed Morsi\'s reinstatement. The ensuing violence left hundreds dead. Tensions in Egypt have been running high since Morsi was ousted by the military in early July.

Ahmed Maher, Ahmed Douma, and Mohamed Adel are accused of organizing an illegal protest on November 30. Maher and Douma are also charged with allegedly assaulting police officers at another rally last month. The charges stem from a new law imposed by the military-backed government following the ouster of president Mohamed Morsi in early July. Among those to stand trial is Ahmed Maher, the founder of the April 6 movement. The movement helped ignite the popular uprising in 2011 that led to the ouster of former dictator Hosni Mubarak. Still, no date has been fixed for the trial. But this is the first case of activists being charged under the provisions of a new, controversial protest law. The Interim President, Adly Mansour signed the Law in November. It bans gatherings of more than 10 people without prior permit. Critics have described the move as an attempt to stifle the right to public protest.

During a meeting with visiting Russian Foreign Minister, Sergei Lavrov, President Rouhani also said the Geneva agreement recognizes all Iran\'s rights including the right to enrich uranium. He added efforts by some countries to interpret the agreeement in other ways would damage efforts aimed at building mutual trust. The Iranian president also discussed Tehran\'s cooperation with Moscow on a range of issues, mainly regional peace and security, fight against terrorism, and the Syrian crisis. Lavrov, in turn, said that under international law all countries should have access to a peaceful nuclear program including uranium enrichment. He said Iran and Russia have a similar take on the nuclear deal struch in Geneva. \"There is no current change in the plan to deliver F-16s to the Egyptian military,\" an unnamed U.S. official told Reuters on Wednesday.
Another American official said the deliveries were likely next month. Eight more F-16 fighter jets were slated to be delivered in December.
Washington\'s plan comes despite the overthrow of Egyptian President Mohamed Morsi in a military coup last week.
The Obama administration said it is still reviewing whether or not to label the ouster of Morsi by the military a coup.
On Monday, White House spokesman Jay Carney said that Washington will not stop providing military aid to Egypt despite the Morsi ouster.
\"We think it would not be in the best interests of the United States\" to change its aid program at this time, Carney said.
According to U.S. law, financial assistance to any country whose elected head of state is deposed in a military coup is prohibited.
Republican Senator John McCain also said U.S. aid to Egypt should be cut off in accordance with U.S. law.
\"It is difficult for me to conclude that what happened was anything other than a coup in which the military played a decisive role,\" McCain said.

The candidate of the Muslim Brotherhood in Egypt, Mohamed Morsi, has won the country's presidential run-off as he secures 51.8 percent of the votes, according to unofficial final results.
The ballot count was reportedly completed on Monday, indicating that Morsi won the presidential race with 51.8 percent of the votes, but that his rival Ahmad Shafiq, who was Egypt's former premier when ousted dictator Hosni Mubarak was in power, came in second with 48.2 percent.
Earlier on Monday, a member of the Egyptian Electoral Committee also confirmed that Morsi is in the lead in the presidential run-off.
