Nouri al-Maliki has, in a televised speech, demanded that the militants in Anbar province surrender. He\'s also promised to be lenient on them in case they turn themselves in. Iraqi troops have besieged Fallujah as they prepare for a major offensive to drive the militants out. But concerns about the lives of the city residents have complicated the operation. Meanwhile, Iraqi forces together with local tribesmen have reportedly taken control of 90 percent of the city of Ramadi in the same province. Local tribesmen have joined the army over the past week to reverse the surge of the al-Qaeda militancy. In the neighboring Babil province, government forces have arrested an al-Qaeda-linked leader and destroyed a militant camp in an airstrike.

The army-appointed Egyptian president Adly Mansour, has issued a legislation that allows citizens to vote outside their constituencies. This comes after pleas to facilitate the electoral process and to give voters more room to express their views.
However, some fear the new move will open the door for the rigging, with voters now possessing the means to appear in as many different districts as they can in the upcoming two-day electoral process.

US Secretary of State John Kerry has called on the Syria\\\'s divided foreign-backed opposition to join the upcoming peace conference in Geneva.
Kerry says the purpose of the Geneva Two conference is to find a way to install a transitional government. The US secretary of state says the opposition can veto any names for an interim leadership, including President Bashar al-Assad\\\'s. Kerry also says that the talks in Geneva are the only way to end the bloody conflict in Syria. The deeply divided foreign-backed opposition will vote Friday on whether to attend the peace talks which are scheduled for next week.

An Al-Qaeda-linked group has issued a threat to Hezbollah, saying it would continue its attacks against the Lebanese resistance movement.
In a statement posted on the Internet, the group, known as the Al-Nusra Front in Lebanon, says -- Hezbollah and its bases are legitimate targets. The statement comes just three days after the group claimed responsibility for a car bombing in Beirut\'s southern suburbs that killed four people. That was the sixth in a string of terrorist attacks in Lebanon in recent months. Another al-Qaeda-linked outfit, the Abdullah Azzam Brigades, carried out a twin bombing in front of the Iranian Embassy in Beirut in November. A US federal appeals court has rejected the plea by a Saudi national who\'s serving life in prison for trying to make a bomb.
23-year-old Khalid Ali Aldawsari, a former Texas college student, was convicted nearly two years ago of attempting to use a weapon of mass destruction. Prosecutors said he had collected bomb-making materials in his Lubbock apartment and researched possible targets -- including former President George W. Bush\'s Dallas home. In the appeal to the New Orleans-based court, Aldawsari\'s lawyers contended that the trial judge improperly allowed evidence and gave invalid jury instructions.

The 10-year presence of US-led forces in Afghanistan has not benefited the children of the war-torn country and another a lost generation is growing up.
Data compiled by the UN and the Afghan government shows that 55 percent of Afghanistan\'s children have permanent damage to their brains and bodies due to poor nutrition in the crucial first two years of life. The report says chronic malnutrition is particularly widespread and persistent, while one in four children suffers acute malnutrition in Afghanistan. A recent UN study says that even a minimally healthy diet is beyond the reach of the majority of Afghans, and in some provinces, only one in five could afford regular balanced meals.

US President Barack Obama has renewed his presidential campaign vow to shut the notorious military jail at Guantanamo Bay.
Obama said the U-S Congress should first lift the remaining restrictions on prisoners\' transfers. However, he stopped short of offering any proposal on how to close the jail, with its remaining one-hundred 55 inmates. Obama made the remarks during his State of the Union address at the U-S Capitol Hill. He also touched on America\'s foreign policy, promising to declare an end to the 12-year war in Afghanistan at the end of 20-14. On a different note, he spoke of Iran\'s nuclear energy program, and vowed to veto any new sanctions bill against Tehran. Obama urged the congress to give diplomacy a chance to succeed.

Opposition and rights groups view the move as part of the regime\'s crackdown to crush dissent. In the US, a camera crew from an Atlanta television station has filmed an incident that shows why Icy roads require their own kind of driving skills!
The footage shows a vehicle sliding down a hill before hitting the side of the road. Moments later a passer-by in hi-visibility jacket comes to help the driver but only before another car spins out of control and slams into the stationary car. But that\'s not all. After bystanders call an ambulance for the drivers, a third car skids across the same part of the icy road and comes to an abrupt stop near the first two. The incident follows a snow storm that had nearly shut down Atlanta on Wednesday.
