Under the rules declared by China, aircraft are expected to provide a flight plan, clearly mark their nationality and maintain two-way radio communication to allow them to respond to identification inquiries from Chinese authorities. He has said in a statement that the move is aimed to put pressure on him to sign a controversial security pact with the U-S. Washington has denied the allegation, and repeated that, unless the deal is signed promptly, it could withdraw most of American forces from Afghanistan. Relations between Kabul and Washington have deteriorated in recent weeks over President Karzai\'s refual to sign the security pact. The deal allows several thousands of U-S troops to remain in Afghanistan after a 20-14 pullout deadline for foreign forces. Karzai has set several conditions to sign the pact which has been approved by the country\'s grand council, Loya Jirga. These include a stop to raids on Afghan civilian homes, among others.

The Atomic Energy Organization of Iran says the visit comes in response to a request by the I-A-E-A. It also says this will be in line with Tehran\'s goodwill gesture to remove ambiguities over Iran\'s nuclear energy program. Tehran says the I-A-E-A\'s request is based on an accord reached between the Islamic Republic and the permanent members of the UN Security Council plus Germany in Geneva last month. It will be the third time I-A-E-A inspectors will visit Arak\'s heavy water reactor.

The law also gives Israeli authorities the right to send illegal immigrants living in Israeli cities to complexes called open facilities-- until they are deported or voluntarily go back to their homeland. The first such facilities is due to start operating this week in the Negev Desert in southern Israel. Migrants kept there will have no right to work. Critics of the new law have described such open facilities as prisons. They predict the new law- like the previous one- will be challenged in the Supreme Court. More than 50-thousand African immigrants currently work in low-paying jobs in Israel.
