Iran\'s President Hassan Rouhani has called on China to stand against what he described as the excessive demands of certain countries in nuclear talks with Tehran.
President Rouhani told his Chinese counterpart over the phone that China is an important country with significant responsibilities over international issues. He said Tehran expects Beijing to play a stronger role in the efforts to solve the dispute over Iran\'s nuclear program. Rouhani says Tehran is determined to settle the issue within the frameworks of international law. Shi Jinping, for his part, praised what he described as smart steps by Iran over its nuclear program as well as its foreign policy agenda. He says a peaceful resolution of the case will only happen when the nuclear talks are based on mutual respect and the principle of equality.

Now we are getting reports that Iran\'s Foreign Minister Mohammad-Javad Zarif has held a fresh discussion with EU foreig policy chief Catherine Ashton - the latest of a series of meetings throughout the day. The White House says U-S Secretary of State John Kerry is going to Geneva to join the talks. U-S officials say Kerry will try to narrow differences over a proposed deal that fell through a fortnight ago. The French and British Foreign Ministers are also heading to Switzerland. The chief diplomats of the US, France, Britain and Germany said they will be joining the Geneva talks on Saturday. The Chinese foreign minister is also expected to arrive later in the day. They\'re expected to narrow the differences and finalize a nuclear deal with Iran, which fell through in the last round of talks a fortnight ago. But, there are different accounts of the exact timing of the partial sanctions removal.
The U-S says Iran will see up to seven-billion-dollars worth of its frozen assets un-blocked. Out of this amount, Washington is expected to un-freeze some four-point-two billion dollars in oil revenue frozen in foreign banks. But, some remaining 40 billion dollars of Iran\'s oil export money will remain frozen. This is the amount Iran obtained through selling its oil under U-S and E-U sanctions imposed in early 20-12. Iran could also access another four-hundred-million dollars for educational purposes, such as the transfer of university tuition fees. France\'s Foreign Minister Laurent Fabius says this could happen in December. But British Foreign Secretary William Hague, as well as the spokesman for E-U\'s foreign policy chief Catherine Ashton, say they expect the sanctions easing to be completed in January.

The provincial government has avoided using police force to block the supply lines in order to prevent legal action because defense and foreign policies are the exclusive domains of the federal government.
Legally speaking the federal government in Islamabad can dismiss the provincial government in northwestern region for overstepping its authority to block the NATO supply line.
