Over the past years, I spoke about different global issues, and the need to introduce fundamental changes in the current international order. - Today, considering the international developments, I will try to analyze the present situation from a different angle. - As you all know the dominance and superiority of human beings over other creatures, lie in the very nature and the truth of humankind. which is a divine gift and a manifestation of the divine spirit embodying: - Faith in God, who is the ever-lasting creator and planner of the entire universe. - Showing compassion to others, generosity, justice-seeking, and having integrity both in words and in deeds. - The quest for dignity to reach the pinnacles of perfection, the aspiration to elevate one’s material and spiritual status, and the longing to realize liberty; - Defying oppression, corruption, and discrimination in contrast to supporting the oppressed. - Seeking happiness, and lasting prosperity and security for all. - These are some of the manifestations of common divine and human attributes which can clearly be seen in the historical aspirations of human beings as reflected in the heritage of our search for art and literary works both in prose and poetry, and in the socio-cultural and political movements of human beings in the course of history. - All divine prophets and social reformers invited human beings to tread on this righteous path. - God has given dignity to humankind to elevate his status to assume his successor role on Earth. Dear Colleagues and friends: - It is vividly clear that despite all historical achievements, including creation of the United-Nations, that was a product of untiring struggles and efforts of free-minded and justice-seeking individuals as well as the international cooperation, human societies are yet far from fulfilling their noble desires and aspirations. - Most nations of the world are unhappy with the current international circumstances. - And despite the general longing and aspiration to promote peace, progress, and fraternity, wars, mass-murder, widespread poverty, and socioeconomic and political crises continue to infringe upon the rights and sovereignty of nations, leaving behind irreparable damage worldwide; - Approximately, three billion people of the world live on less than 2.5 dollars a day, and over a billion people even live without having even one sufficient meal on a daily basis; - Forty-percent of the poorest world populations only share five percent of the global income, while twenty percent of the richest people share seventy-five percent of the total global income. - More than twenty thousand innocent and destitute children die every day in the world because of poverty. - Eighty percent of financial resources in the United States are controlled by ten percent of its population, while only twenty percent of these resources belong to the ninety percent of the population. - What are the causes and reasons behind these inequalities? How can bone remedy such injustice? - Those who dominate and run centers of global economic power put the blame on people’s aspiration for religion and the pursuit of the path of divine prophets or the weakness of nations and the ill-performance of a number of groups or individuals. They claim that only their views, approaches or prescriptions can save the humanity and the world economy. Dear Colleagues and friends - Don’t you think that the root cause of the problems must be sought in the prevailing international order, or the way the world is governed? I would like to draw your kind attention to the following questions: - Who abducted forcefully tens of millions of people from their homes in Africa and other regions of the world during the dark period of slavery, making them a victim of their materialistic greed? - Who imposed colonialism for over four centuries upon this world? Who occupied lands and massively plundered resources of other nations, destroyed talents, and alienated languages, cultures and identities of nations? - Who triggered the first and second world wars, that left seventy millions killed and hundreds of millions injured or homeless. Who created the wars in Korean peninsula and in Vietnam? - Who imposed, through deceits and hypocrisy, the Zionists and over sixty years of war, homelessness, terror and mass murder on the Palestinian people and on countries of the region? - Who imposed and supported for decades military dictatorship and totalitarian regimes on Asian, African, and Latin American nations. - Who used atomic bomb against defenseless people, and stockpiled thousands of warheads in their arsenals? - Whose economies rely on waging wars and selling arms? - Who provoked and encouraged Saddam Hussein to invade and impose an eight-year war on Iran, and who assisted and equipped him to deploy chemical weapons against our cities and our people. - Who used the mysterious September 11 incident as a pretext to attack Afghanistan and Iraq - killing, injuring, and displacing millions in two countries- with the ultimate goal of bringing into its domination the Middle-East and its oil resources? - Who abolished the Breton Woods system and printed trillions of dollars without the backing of gold reserves or equivalent currency? A move that triggered inflation worldwide and was intended to prey on the economic gains of other nations. - What country’s military spending exceeds annually a thousand billion dollars, more than the military budgets of all countries of the world combined? - Which governments are the most indebted ones in the world? - Who dominates the policy-making establishments of the world economy? - Who are responsible for the world economic recession, and are imposing its consequences on America, Europe and the world in general? - Which governments are ever ready to drop thousands of bombs on other countries, but ponder and hesitate to send a bit of food aid to famine-stricken people in Somalia or in other places? - Who are the ones dominating the Security Council which is ostensibly responsible to safeguard the international security? - There exist tens of other similar questions and of course, the answers are clear. - The majority of nations and governments of the world have had no role in the creation of the current global crises, and as a matter of fact were themselves the victims of such policies. - It is as lucid as daylight that the same slave masters and colonial powers that once instigated the two world wars have caused widespread miseries and disorder with far-reaching effects across the globe since then. Dear Colleagues and Friends, - Do these arrogant powers really have the competence and ability to run or govern the world, or is it acceptable that they call themselves as the sole defender of freedom, democracy, and human rights, while they militarily attack and occupy other countries? - Can the flower of democracy blossom from NATO’s missiles, bombs or, guns? Ladies and Gentlemen; - If some European countries still use the Holocaust, after six decades, as the excuse to pay fine or ransom to the Zionists, should it not be an obligation upon the slave masters or colonial powers to pay reparations to the affected nations? - If the damage and losses of the period of slavery and colonialism were indeed compensated, what would happen to the manipulators and behind-the-scene political powers in the United States and in Europe? Will there remain any gaps between the North and the South? - If only half of military expenditures of the United States and its allies in NATO is cut to help solve the economic problems in their own countries will they be witnessing any symptom of the economic crisis? - What would happen, if the same amount is allocated to poor nations? - What is the justification for the presence of hundreds of US military and intelligence bases in different parts of the world, including 268 bases in Germany, 124 in Japan, 87 in South Korea, 83 in Italy, 45 in the United-Kingdom, and 21 in Portugal? Does this mean anything other than military occupation? - Don’t the bombs deployed in the said bases undermine the security of other nations? Ladies and Gentlemen - The main question is the quest for the root cause of such attitudes? - The prime reason should be sought in the beliefs and tendencies of the establishment. - Assemblies of people in contradiction with the inner human instincts and disposition, who also have no faith in God and in the path of the divine prophets, replace their lust for power and materialistic ends with heavenly values. - To them, only power and wealth prevail, and every attempt must bring into focus these sinister goals. - Oppressed nations have no hope to restore or protect their legitimate rights against these powers. - These powers seek their progress, prosperity and dignity through the poverty, humiliation and annihilation of others. - They consider themselves superior to others enjoying special privileges or concessions. They have no respect for others and easily violate the rights of all nations and governments. - They proclaim themselves as the indisputable custodians of all governments and nations through intimidation, recourse to threat and force, and the abuse of international mechanisms. They simply break all the internationally-recognized and regulations. - They insist on imposing their lifestyle and beliefs on others. - They officially support racism. - They weaken countries through military intervention, and destroy their infrastructures, in order to plunder their resources by making them all the more dependent. - They sow the seeds of hate and hostility among nations and people of different pursuits, in order to prevent them from fulfilling their goals of development and progress. - All cultures, identities, lives, values and wealth of nations, women, youth, families, families as well as the wealth of nations are sacrificed by their hegemonic tendencies and the inclination to enslave and captivate others. - Hypocrisy and deceit are allowed to secure their interests and imperialistic goals. Drug- trafficking and killing of innocent human beings are also allowed in pursuit of such diabolic goals. Despite NATO’s presence in the occupied Afghanistan, there has been a dramatic increase in the production of illicit drugs there. - They tolerate no question or criticism, and instead of presenting a reason for their violations, they always put themselves in the position of a claimant. - By using their imperialistic media network which is under the influence of colonialism they threaten anyone who questions the Holocaust, and September 11 with sanctions and military action. - Last year, when the need to form a fact-finding team to undertake a thorough investigation concerning the hidden elements involved in September 11 incident was brought up- an idea which is also endorsed by all independent governments and nations as well as by the majority in the United States-, my country and myself came under pressure and threats by the government of the United States. - Instead of assigning a fact-finding team, they killed the main perpetrator and threw his body into the sea. - Would it not have been reasonable to bring to justice and try openly the main perpetrator of the incident in order to identify the elements behind the safe space provided for the invading aircraft to attack the twin world trade towers? - Why should it not have been allowed to bring him into trial to help recognize those who launched terrorist groups and brought wars and other miseries into the region? - Is there any classified information that must be kept secret? - They view Zionism as a sacred notion or ideology and any question concerning its very foundation and history is condemned by them as an unforgivable sin. However they endorse and allow sacrileges and insult against beliefs of other divine religions. Dear Colleagues and Friends. - Real freedom, justice, dignity, well being, and lasting security are the rights of all nations. - These values can neither be achieved by reliance on the current inefficient system of world governance, nor through the intervention of the world arrogant powers and the gun barrels of NATO forces. - These values could only be realized under independence and recognition of others’ right and through harmony and cooperation. - Is there any way to address the problems and challenges besetting the world by using the prevailing international mechanisms or tools to help humanity achieve the long-standing aspiration of peace, security and equality? - All those who tried to introduce reforms whilst preserving the existing norms and tendencies have failed. The valuable efforts made by the Non-Aligned movement and Group 77 and 15 as well as by some prominent individuals have failed to bring fundamental changes. - Governance and management of the world entail fundamental reforms. - What has to be done now? Dear Colleagues and Friends - Efforts must be made with a firm resolve and through collective cooperation to map out a new plan, on the basis of principles and the very foundation of human universal values such as Monotheism, justice, freedom, love and the quest for happiness. - The idea of creation of the United Nations remains a great and historical achievement of mankind. Its importance must be appreciated and its capacities must be used to the extent possible for our noble goals. - We should not allow the organization which is the reflection of the collective will and shared aspiration of the community of nations, to deviate from its main course and play into the hands of the world powers. - Conducive ground must be prepared to ensure collective participation and involvement of nations in an effort to promote lasting peace and security. - Shared and collective management of the world must be achieved in its true sense, and based on the underlying principles enshrined in the international law; and justice must serve as the criterion and the basis for all international decisions or actions. - All of us should acknowledge the fact that there is no other way than the shared and collective management of the world in order to put an end to the present disorders, tyranny, and discriminations worldwide. - This is indeed the sole way to prosperity and welfare of human society which is an established and vivid truth. - While acknowledging the above truth, one should note that it is not enough and that we must have further faith in that and spare no effort toward its realization. Dear Colleagues and Friends - Shared and collective management of the world is the legitimate right of all nations, and we as their representatives, have an obligation to defend their rights. Although some powers continuously try to frustrate all international efforts, aimed at promoting collective cooperation, we must, however, strengthen our belief in achieving the perceived goal of establishing a shared and collective cooperation to run the world. - The United Nations was created to make possible effective participation of all nations in international decision-making processes. - We all know that this goal has not yet been fulfilled because of the absence of justice in the current management structures and mechanisms of the UN. - The composition of the Security Council is unjust and inequitable. Therefore, changes and restructuring of the United Nations are considered as the basic demands of the nations that must be addressed by the General Assembly. - During last year session, I emphasized the importance of this issue and called for the designation of this decade as the decade of shared and collective Global Management. - I would like now to reiterate my proposal and I am sure that through international cooperation diligent and efforts of committed world leaders or governments and through insistence on justice and the support of all other nations, we can expedite the building of a common bright future. - This movement is certainly on the rightful path of creation with the assurance of promising future for humanity. - A future that will be built when humanity initiates to trend the path of the divine prophets and the righteous the under the leadership of Imam al-Mahdi, the Ultimate Savior of mankind and the inheritor to all divine messengers, leaders and to the pure generation of our great Prophet. - Creation of a supreme and ideal society with the arrival of a perfect human being, who is a true and sincere lover of all human beings, is the guaranteed promise of Allah. - He will come with Jesus Christ to lead the freedom and justice lovers to eradicate tyranny and discrimination, and promote knowledge, peace, justice freedom and love across the world. He will present to every single individual all the beauties of the world and all good things which bring happiness for humankind. - Today nations have been awakened and with the increase in public awareness, they no longer succumb to oppressions and discriminations. - The world is now witnessing more than ever, the widespread awakening in Islamic lands, in Asia, Europe, and America. I welcome you honorable guests and I ask Almighty and Merciful God to bless this collective effort and make it an effective step towards happiness of Muslims. \\\\\\\"Surely He listens and responds.\\\\\\\" Today the subject of Islamic Awakening, which you will discuss in this conference, tops the list of the issues of the Islamic world and the Islamic Ummah, an amazing phenomenon that will result in the re-emergence of Islamic civilization - for the Islamic Ummah and then for all of the world - in the not too distant future providing that, with Allah\\\\\\\'s permission, it stays healthy and continues. Today what lies in front of our eyes and cannot be denied by any informed and intelligent individual is that the world of Islam has now emerged out of the sidelines of social and political equations of the world, that it has found a prominent and outstanding position at the center of decisive global events, and that it offers a fresh outlook on life, politics, government and social developments. This is considered an important and significant phenomenon in today\\\\\\\'s world, which is suffering from a deep intellectual and theoretical vacuum after the failure of communism and liberalism. The dimensions of this auspicious awakening are widespread and mysterious, but what was witnessed of its immediate outcomes in a few North African countries can make hearts confident about the great and amazing outcomes that will be achieved in the future. Miraculous fulfillment of divine promises is always a hope-inspiring sign that promises the fulfillment of greater promises. The Quranic account of the two promises that Allah the Exalted gave to the mother of Prophet Moses is an example of this divine tactic. At that difficult moment, when she was ordered to cast her baby in the river in a basket, Allah the Exalted said, \\\\\\\"Surely We will bring him back to you and make him one of the messengers.\\\\\\\" [The Holy Quran, Sura al-Qasas, Ayah 7] The fulfillment of the first promise, which was the smaller promise and a cause for happiness for the mother, became the sign of the fulfillment of the promise of prophetic mission, which was far greater and of course, it required long-term suffering, struggle and patience: \\\\\\\"So We restored him to his mother that her eye might be refreshed, and that she might not grieve, and that she might know that the promise of Allah is true...\\\\\\\" [The Holy Quran, Sura al-Qasas, Ayah 13] This true promise was the great mission which was fulfilled after many years and it changed the course of history. Another example is the reminder about the overwhelming power of God to suppress the invaders of the Holy House: in order to encourage His audience through the Holy Prophet to submit to His order, Allah the Exalted makes use of this example \\\\\\\"so let them serve the Lord of this House\\\\\\\" [The Holy Quran, Sura Quraysh, Ayah 3] and says, \\\\\\\"Did He not cause their war to end in confusion?\\\\\\\" [The Holy Quran, Sura al-Fil, Ayah 2] Similarly, in order to raise the spirits of His beloved Prophet and convince him of the truth of the promise \\\\\\\"your Lord has not forsaken you, nor has He become displeased\\\\\\\" [The Holy Quran, Sura ad-Dhuha, Ayah 3], Allah the Exalted gives the reminder about the miraculous blessing: \\\\\\\"Did He not find you an orphan and give you shelter? He found you astray and guided you.\\\\\\\" [The Holy Quran, Sura ad-Dhuha, Ayah 6-7] And there are many such examples in the Holy Quran. The day when Islam achieved victory in Iran and managed to capture the fort of America and Zionism in one of the most important countries in this extremely sensitive region, those who were wise and quick to learn realized that if they had patience and insight, other victories will come one after another. The brilliant truths in the Islamic Republic, which are acknowledged by our enemies, have all been achieved in the shade of trust in divine promises, patience, resistance and asking God for assistance. In the face of temptations by weak people who, during tense times, shout \\\\\\\"we are sure to be overtaken,\\\\\\\" [The Holy Quran, Sura ash-Shuara, Ayah 61] our people have always shouted \\\\\\\"by no means, my Lord is with me and soon will He guide me.\\\\\\\" [The Holy Quran, Sura ash-Shuara, Ayah 62] Today this is a precious experience that is available to the peoples who have stood up against arrogance and tyranny and have managed to overthrow and shake corrupt governments that are subservient to and dependent on America. Resistance, patience, insight and faith in the divine promise \\\\\\\"surely Allah will help him who helps His cause\\\\\\\" will pave this path of glory for the Islamic Ummah until it reaches the peak of Islamic civilization. At this important meeting, which has been attended by a group of religious scholars of the Islamic Ummah from different Islamic countries and denominations, I believe it is appropriate to discuss a few necessary points regarding the issue of Islamic Awakening. The first point is that the earliest waves of awakening in the countries of this region, which started simultaneously with the entry of the pioneers of colonialism, were mainly caused by religion and religious reformers. The names of outstanding leaders and personalities - such as Sayyid Jamal ad-Din, Muhammad Abduh, Mirza-e Shirazi, Akhund-e Khorasani, Mahmoud al-Hassan, Muhammad Ali, Sheikh Fazlollah, Hajj Agha Noorullah, Abul A\\\\\\\'la Maududi and tens of famous, great, mujahid and and influential clerics from Iran, Egypt, India and Iraq - have been recorded in history books forever. Similarly, in the contemporary era, the brilliant name of the great Imam Khomeini is shining like a brilliant star at the forefront of the Islamic Revolution. Meanwhile, today and in the past, hundreds of famous religious scholar and thousands of lesser-known religious scholars have played a role in great and small reform movements in different countries. The list of non-cleric religious reformers, such as Hassan al-Banna and Iqbal Lahori, is also long and amazing. Almost everywhere, clerics and theologians have been the intellectual authority and spiritual support for the people and wherever they have appeared in the role of guides and pioneers at the time of great developments and have moved forward in the first rows of popular movements in the face of dangers, the intellectual bond between them and the people has been strengthened and they have played a significant role in showing the path to the people. This is as beneficial to the wave of Islamic Awakening as it is unpleasant and distressing to the enemies of the Islamic Ummah, those who bear grudges against Islam and those who are opposed to the rule of Islamic values, and they are trying to take away this intellectual authority from religious strongholds and create new centers for it. They have learned through experience that they can easily reach a compromise with these centers over national principles and values, and this is something that will never happen in the case of pious religious scholars and devoted religious personalities. This makes the responsibility of religious scholars heavier. Through vigilance and caution and by identifying the enemy\\\\\\\'s deceptive methods and machinations, they should completely shut the door to infiltration and foil the enemy\\\\\\\'s plots. One of the greatest calamities is becoming attracted to the lure of worldly wealth. Exposure to the favors of wealthy and powerful people and being indebted to taghuts of lust and power are the most dangerous cause of separation from the people and loss of their trust and friendliness. Self-centeredness and thirst for power, which lure weak individuals towards developing an inclination to poles of power, prepare the ground for involvement in corruption and deviation. It is necessary to constantly keep this holy Quranic ayah in mind: \\\\\\\"(As for) that future abode, We assign it to those who have no desire to exalt themselves in the earth nor to make mischief and the good end is for those who guard (against evil).\\\\\\\" [The Holy Quran, Sura al-Qasas, Ayah 83] Today in the era of hope-inspiring movements of Islamic Awakening, sometimes certain things are witnessed which on the one hand, show the efforts by the agents of America and Zionism to create unreliable intellectual authorities and which on the other hand, show the efforts by debauched Qaruns to drag religious and pious people towards their poisoned and contaminated activities. Religious scholars and pious men should be extremely vigilant and careful. The second point is the necessity of delineating a long-term goal for Islamic Awakening in Muslim countries, a noble aim that gives orientation to the awakening of nations and helps them reach a certain point. It is through identifying this particular point that one can prepare a roadmap and specify the medium- and short-term goals in it. This final goal cannot be anything less than creating a brilliant Islamic civilization. All parts of the Islamic Ummah - in the form of different nations and countries - should achieve the civilizational position that has been specified in the Holy Quran. The main and the general characteristic of this civilization is that it should allow human beings to utilize all the material and spiritual capacities that Allah the Exalted has bestowed on them and on the world in order to bring about happiness and transcendence for humanity. The surface structure of this civilization can and should be witnessed in popular government, in the laws that have been extracted from the Holy Quran, in identifying and addressing different needs of humanity, in avoidance of rigidity and reactionary attitudes as well as unwarranted innovation and adulteration, in creating public welfare and wealth, in establishing justice, in liberation from an economy that is based on special privileges, usury and taking pride in wealth, in promoting human values, in defending oppressed people in the world, and in hard work and innovation. Adopting an ijtihadi and scholarly outlook on different areas - ranging from humanities to the system of formal education, from economy and banking to technical and technological production, from modern media to art and cinema and to international relations and other areas - are all among the requirements for this civilization-building. Experience has shown that all of these things are possible and within the capacities of Muslim communities. This outlook must not be treated with haste and pessimism. Being pessimistic about one\\\\\\\'s capabilities is ingratitude to God\\\\\\\'s blessings, and neglecting help from God and the laws of creation amounts to slipping into the morass of entertaining \\\\\\\"evil thoughts about Allah.\\\\\\\" [The Holy Quran, Sura al-Fath, Ayah 6] We can break the chain of scientific, economic and political monopolies of the domineering powers and help the Islamic Ummah become the pioneer of restoring the rights of the majority of nations in the world, which have been dominated by a minority of arrogant powers. Through religious faith, knowledge, ethics and constant struggle, Islamic civilization can gift advanced thought and noble codes of behavior to the Islamic Ummah and to the entire humanity, and it can be the point of liberation from materialistic and oppressive outlooks and corrupt codes of behavior that form the pillars of current Western civilization. The third point is that in the movements of Islamic Awakening it is necessary to pay constant attention to the bitter and horrifying experience of following the West in politics, behavior and lifestyle. In more than a century of following the culture and politics of the arrogant powers, Muslim countries suffered from deadly calamities such as political dependence and humiliation, economic plights and poverty, decline of moral virtues and ethics and shameful scientific backwardness, and this was while the Islamic Ummah enjoyed a glorious history in all of these areas. This statement must not be interpreted as hostility towards the West. We are not hostile towards any group of human beings because of geographical differences. We have learnt lessons from Ali (greetings be upon him) who describes human beings in this way: \\\\\\\"Those who have the same religion as you, they are brothers to you, and those who have religions other than that of yours, they are human beings like you.\\\\\\\" Our complaint against oppression and arrogance and against bullying and transgression is the moral and practical degeneration that has been imposed on our nations by the colonial and arrogant powers. Currently, we can witness the bullying and interference of America and some of its followers in the region in the countries in which the breeze of awakening has turned into the storm of uprisings and revolutions. Their promises must not affect the decisions and actions of outstanding political personalities and the great movement of the people. In this case as well, we need to learn lessons from our experiences: those who pinned their hopes on the promises of America for years and based their behavior and policies on the inclination towards the oppressor did not manage to resolve any problems of their nations or eliminate an injustice to themselves or to others. By surrendering to America, they did not manage to prevent the demolition of even one single Palestinian home in a territory that belongs to the Palestinians. The politicians and outstanding personalities who are deceived by the bribe or intimidated by the threats of the camp of the arrogant powers and miss the great opportunity of Islamic Awakening should be apprehensive about this divine threat: \\\\\\\"Have you not seen those who have changed Allah\\\\\\\'s favor for ungratefulness and made their people to alight into the abode of perdition into hell? They shall enter into it and an evil place it is to settle in.\\\\\\\" [The Holy Quran, Sura Ibrahim, Ayah 28-29] The fourth point is that today one of the most dangerous things that threatens the movement of Islamic Awakening is the efforts to foment discord and turn these movements into bloody sectarian, ethnic and national conflicts. Currently, this plot is being seriously pursued by intelligence services of the West and Zionism with the help of petrodollars and bribed politicians from East Asia to North Africa and particularly in the Arab region. And the money that could have been spent to bring about happiness for mankind is being used to make threats, excommunicate, assassinate, bomb, shed Muslim blood and to kindle the fire of long-lasting grudges. Those who consider the unified power of Islam as an obstacle in the way of their evil goals have come to the conclusion that fanning the flames of conflicts inside the Islamic Ummah is the easiest way to achieve their satanic goal and they have used differences of opinion in Islamic jurisprudence, kalaam, history and hadith - which are natural and inevitable - as a pretext to excommunicate, shed blood and cause fitna and corruption. A vigilant look at the scene of domestic conflicts clearly reveals the enemy\\\\\\\'s hands behind these tragedies. These deceptive hands undoubtedly take advantage of the ignorance, prejudice and superficiality that exists in our societies and they add fuel to the fire. The responsibility of religious and political reformers and outstanding personalities is very heavy in this regard. Currently, Libya, Egypt and Tunisia, Syria, Pakistan, and Iraq and Lebanon are in one way or another involved in or exposed to these dangerous flames. It is necessary to be extremely careful and to look for a remedy. It would be naïve to think that all of these things are due to ideological and ethnic factors and motives. Propaganda campaigns of the West and dependent and mercenary media in the region pretend that the destructive war in Syria is a Shia-Sunni conflict and they create a safety margin for the Zionists and the enemies of resistance in Syria and Lebanon. This is while the two sides of the conflict in Syria are not Shia and Sunni, rather they are the supporters and opponents of anti-Zionist resistance. Neither the Syrian government is a Shia government, nor is the secular and anti-Islam opposition a Sunni group. The only achievement of the plotters of this calamitous scenario is that they have managed to make use of religious sentiments of simple-minded people to kindle this deadly fire. A look at the scene and those who are involved in it at different levels can clarify the issue for any just individual. Also, in the case of Bahrain, this wave of propaganda is spreading lies and deception in another way. In Bahrain, the oppressed majority - who have been deprived of the right to vote as well as other fundamental rights that a nation should enjoy - have risen up to demand their rights. Should this be considered a Shia-Sunni conflict simply because the oppressed majority are Shia and the oppressive secular government pretends to be Sunni? Of course, the European and American colonialists and their friends in the region want to make things appear like this, but what is the truth? These are the things that call religious scholars and just reformers to careful thinking and sense of responsibility and they make identification of the enemies\\\\\\\' goals behind highlighting sectarian, ethnic and partisan differences an obligation for everybody. The fifth point is that one of the standards for judging whether Islamic Awakening movements are on the right path is the positions they adopt on the issue of Palestine. Since sixty years ago up until today, the occupation of Palestine has been the biggest tragedy that has been imposed on the Islamic Ummah. Since the first day up until today, the tragedy of Palestine has been a combination of killings, assassinations, destruction, usurpation and transgression against what is held sacred in Islam. The necessity of putting up a resistance against this warring and usurping enemy and fighting him has been agreed upon by all Islamic denominations and all honest and healthy national currents. Any current in Islamic countries which disregards this religious and national responsibility out of consideration for the domineering demands of America or under the pretext of unreasonable justifications should not expect to be viewed as loyal to Islam and sincere in its nationalistic claims. This is a test. Anybody who does not accept the slogan of liberating Holy Quds and saving the Palestinian nation and Palestinian territories or anybody who sidelines this slogan and turns his back on the camp of resistance, will be condemned. The Islamic Ummah should keep this clear and fundamental standard in mind everywhere and at all times. Dear guests, brothers and sisters, never lose sight of the enemy\\\\\\\'s plot. Our lack of vigilance creates opportunities for our enemies. The lesson that Ali (greetings be upon him) teaches us is that \\\\\\\"whoever is careless about his cause, his enemy will not sleep over this advantage...\\\\\\\" In this regard, our experience in the Islamic Republic is also a source of lessons. After the victory of the Islamic Revolution in Iran, the arrogant Western governments and America - which had long established full control over Iranian taghuts and used to determine the political, economic and cultural destiny of our country and which had underestimated the enormous power of Islamic faith in society and remained unaware of the power of Islam and the Holy Quran to deploy forces and to guide - suddenly realized that they had been unaware and their governmental organizations, intelligence services and control rooms resumed work in order to make up for the overwhelming defeat they had suffered. We have witnessed various kinds of machinations from them over the past thirty-something years. In essence, there have been two factors that have foiled their plots: insistence on Islamic principles and presence of the people on the scene. These two factors are the key to the problems everywhere. The first factor is guaranteed by sincere religious faith in divine promises and the second factor is guaranteed by sincere efforts and honest clarification. A nation that has faith in the honesty and sincerity of its leaders will bring in enthusiasm with their blessed presence, and wherever a nation stays on the scene with a solid determination, no power will have the capability to defeat it. This is a successful experience for all the nations that gave rise to Islamic Awakening through their presence. Today what lies in front of our eyes and cannot be denied by any informed and intelligent individual is that the world of Islam has now emerged out of the sidelines of social and political equations of the world, that it has found a prominent and outstanding position at the center of decisive global events, and that it offers a fresh outlook on life, politics, government and social developments. The most obvious sign of it is the enthusiasm of public opinion, especially among young people, to revive the glory and greatness of Islam, to become aware of the nature of the international order of domination and to remove the mask from the shameless, oppressive and arrogant face of the governments and centers that have been pressuring the Islamic and non-Islamic East in their clutches for more than two hundred years and have been exposing nations to their brutal and aggressive thirst for power disguised with the mask of civilization and culture. The dimensions of this auspicious awakening are widespread and mysterious, but what was witnessed of its immediate outcomes in a few North African countries can make hearts confident about the great and amazing outcomes that will be achieved in the future. The day when Islam achieved victory in Iran and managed to capture the fort of America and Zionism in one of the most important countries in this extremely sensitive region, those who were wise and quick to learn realized that if they had patience and insight, other victories will come one after another. The brilliant truths in the Islamic Republic, which are acknowledged by our enemies, have all been achieved in the shade of trust in divine promises, patience, resistance and asking God for assistance. At this important meeting, which has been attended by a group of religious scholars of the Islamic Ummah from different Islamic countries and denominations, I believe it is appropriate to discuss a few necessary points regarding the issue of Islamic Awakening. The first point is that the earliest waves of awakening in the countries of this region, which started simultaneously with the entry of the pioneers of colonialism, were mainly caused by religion and religious reformers. The names of outstanding leaders and personalities - such as Sayyid Jamal ad-Din, Muhammad Abduh, Mirza-e Shirazi, Akhund-e Khorasani, Mahmoud al-Hassan, Muhammad Ali, Sheikh Fazlollah, Hajj Agha Noorullah, Abul A\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\'la Maududi and tens of famous, great, mujahid and and influential clerics from Iran, Egypt, India and Iraq - have been recorded in history books forever. Similarly, in the contemporary era, the brilliant name of the great Imam Khomeini is shining like a brilliant star at the forefront of the Islamic Revolution. Meanwhile, today and in the past, hundreds of famous religious scholar and thousands of lesser-known religious scholars have played a role in great and small reform movements in different countries. The list of non-cleric religious reformers, such as Hassan al-Banna and Iqbal Lahori, is also long and amazing. Almost everywhere, clerics and theologians have been the intellectual authority and spiritual support for the people and wherever they have appeared in the role of guides and pioneers at the time of great developments and have moved forward in the first rows of popular movements in the face of dangers, the intellectual bond between them and the people has been strengthened and they have played a significant role in showing the path to the people. This is as beneficial to the wave of Islamic Awakening as it is unpleasant and distressing to the enemies of the Islamic Ummah, those who bear grudges against Islam and those who are opposed to the rule of Islamic values, and they are trying to take away this intellectual authority from religious strongholds and create new centers for it. They have learned through experience that they can easily reach a compromise with these centers over national principles and values, and this is something that will never happen in the case of pious religious scholars and devoted religious personalities. This makes the responsibility of religious scholars heavier. Through vigilance and caution and by identifying the enemy\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\'s deceptive methods and machinations, they should completely shut the door to infiltration and foil the enemy\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\'s plots. One of the greatest calamities is becoming attracted to the lure of worldly wealth. Exposure to the favors of wealthy and powerful people and being indebted to taghuts of lust and power are the most dangerous cause of separation from the people and loss of their trust and friendliness. Self-centeredness and thirst for power, which lure weak individuals towards developing an inclination to poles of power, prepare the ground for involvement in corruption and deviation. Religious scholars and pious men should be extremely vigilant and careful. The second point is the necessity of delineating a long-term goal for Islamic Awakening in Muslim countries, a noble aim that gives orientation to the awakening of nations and helps them reach a certain point. It is through identifying this particular point that one can prepare a roadmap and specify the medium- and short-term goals in it. This final goal cannot be anything less than creating a brilliant Islamic civilization. All parts of the Islamic Ummah - in the form of different nations and countries - should achieve the civilizational position that has been specified in the Holy Quran. The main and the general characteristic of this civilization is that it should allow human beings to utilize all the material and spiritual capacities that Allah the Exalted has bestowed on them and on the world in order to bring about happiness and transcendence for humanity. The surface structure of this civilization can and should be witnessed in popular government, in the laws that have been extracted from the Holy Quran, in identifying and addressing different needs of humanity, in avoidance of rigidity and reactionary attitudes as well as unwarranted innovation and adulteration, in creating public welfare and wealth, in establishing justice, in liberation from an economy that is based on special privileges, usury and taking pride in wealth, in promoting human values, in defending oppressed people in the world, and in hard work and innovation. Adopting an ijtihadi and scholarly outlook on different areas - ranging from humanities to the system of formal education, from economy and banking to technical and technological production, from modern media to art and cinema and to international relations and other areas - are all among the requirements for this civilization-building. Experience has shown that all of these things are possible and within the capacities of Muslim communities. This outlook must not be treated with haste and pessimism. Through religious faith, knowledge, ethics and constant struggle, Islamic civilization can gift advanced thought and noble codes of behavior to the Islamic Ummah and to the entire humanity, and it can be the point of liberation from materialistic and oppressive outlooks and corrupt codes of behavior that form the pillars of current Western civilization. The third point is that in the movements of Islamic Awakening it is necessary to pay constant attention to the bitter and horrifying experience of following the West in politics, behavior and lifestyle. In more than a century of following the culture and politics of the arrogant powers, Muslim countries suffered from deadly calamities such as political dependence and humiliation, economic plights and poverty, decline of moral virtues and ethics and shameful scientific backwardness, and this was while the Islamic Ummah enjoyed a glorious history in all of these areas. This statement must not be interpreted as hostility towards the West. We are not hostile towards any group of human beings because of geographical differences. Currently, we can witness the bullying and interference of America and some of its followers in the region in the countries in which the breeze of awakening has turned into the storm of uprisings and revolutions. Their promises must not affect the decisions and actions of outstanding political personalities and the great movement of the people. In this case as well, we need to learn lessons from our experiences: those who pinned their hopes on the promises of America for years and based their behavior and policies on the inclination towards the oppressor did not manage to resolve any problems of their nations or eliminate an injustice to themselves or to others. By surrendering to America, they did not manage to prevent the demolition of even one single Palestinian home in a territory that belongs to the Palestinians. Prepare Rasmalai Balls: -In a pot,add fresh milk & bring it to boil. -Add vinegar in water & mix well. -Gradually add in milk & stir gently until milk is curdled. -Turn off the flame & let it rest for a minute. -In a bowl,place strainer,muslin cloth and strain the curdle mixture through the strainer to separate whey and rinse thoroughly with water and squeeze out excess water and enclose curdle with muslin cloth and place heavy weight to drain excess moisture (30 minutes). -Place prepared cheese on a clean working surface & mash it for 8-10 minutes using your palm. -Add all-purpose flour,mix well & mash again for 5-6 minutes. -Take a mixture (1 tbs) (15g each) and make smooth rasmalai balls with no cracks then flatten the balls on your palm (makes 10-12). Prepare Sugar Syrup (Sheera): -In a wok,add water,sugar,green cardamom & bring it to boil and cook until sugar is dissolved. -In water,add all-purpose flour and mix well. -Now add dissolved all-purpose flour in sugar syrup & bring it to boil until froth comes on the surface (don’t stir or use any spoon). -Add prepared rasmalai cheese balls & cook on medium flame until double in size (6-7 minutes). -Take out rasmalai balls from sugar syrup and add in water,rest them for 6-8 minutes then gently squeeze out excess water & set aside. Prepare Caramel Milk: -In a wok,add fresh milk & bring it to boil and cook on low flame until 1/4th milk is reduced (approx. 12-15 minutes) and keep mixing in between. -Add cardamom powder,almonds,pistachios,half quantity of caramel sauce & mix well (reserve half quantity of caramel sauce for garnishing). -Add sugar & whisk well until sugar is dissolved. -Let it cool completely. -In serving dish,add rasmalai balls,add prepared caramel milk and soak for 3-4 hours in refrigerator. -Garnish with reserved caramel sauce,edible silver leaf,dry nuts & serve chilled. Prepare Mince Balls: -In a chopper,add chicken,ginger garlic paste,green chillies,fried onion,all-purpose flour,coriander seeds,pink salt,cumin powder,fresh coriander & chop well. -Grease hands with cooking oil,take small quantity of mixture (10g),make balls of equal sizes (makes 48-50). -In boiling water,add prepared mince balls & bring it to boil,cover & cook on medium flame for 3-4 minutes then strain mince balls & set aside.Reserve stock water for later use. -In a frying pan,add cooking oil & fry mince balls on medium flame until golden & set aside. -In the same frying pan,add cooking oil,almonds & fry on medium flame for 2 minutes & reserve for later use. Prepare Pulao: -In a bowl,add coriander seeds,fennel seeds,cumin seeds,mix well & set aside. -In a pot,add clarified butter & let it melt. -Add black cardamom,cinnamon sticks,black peppercorns,green cardamom,star anise,cloves & mix well. -Add tomatoes & mix well. -Add ginger garlic paste,mix well & cook for a minute. -Add green chilli paste,fried onion,mix well & cook until tomatoes are soft. -Add yogurt,prepared spices,pink salt,mix well & cook on medium flame for 2-3 minutes. -Add lemon juice,mix well & cook until oil separates. -Add stock cubes & mix well. -Reserve 1/3rd gravy masala for layering. -In remaining gravy masala,add reserved stock water,mix well & bring it to boil. -Add soaked rice,mix well & bring it to boil,cover & steam cook on low flame until 80% done & set aside. Prepare Dough: -In a jug,add lukewarm water,sugar,instant yeast & mix well,cover & let it proof for 5 minutes. -In a bowl,add all-purpose flour,pink salt & mix well. -Add cooking oil & mix well until it crumbles. -Gradually add yeast mixture,mix well & knead until dough is formed. -Add cooking oil & knead again,cover & let it proof for 1 hour (warm place). -Sprinkle dry flour & knead dough again until smooth. -Sprinkle dry flour & roll out with the help of rolling pin. Assembling: -On a bowl,place rolled dough,add fried mince balls,reserved gravy masala,fried almonds,cooked rice,fresh coriander,mint leaves,fried onion,green chillies,cooked rice & press gently,fold the edges to close then flip on baking tray. -In egg yolk,add milk & whisk well. -Apply on dough with the help of brush & sprinkle sesame seeds. -Bake in preheated oven at 180C for 15 minutes (on both grills). -Carefully cut the dough & serve with raita or salad.

The terrorists also threat the Judges and witnesses thereby influencing the fair trial. Due to fear of terrorists and failure of law enforcing agencies to bring the terrorists to justice in the past, the families of the murdered people even scare to lodge the FIR against the terrorists. Syed Rajab Ali Zaidi Superintendent of Police (SP) was killed along with his son Muazam 28, on 21 Dec 2003 on D.I.K-Darya Khan road as he was coming back to his home. So far Police has failed to unearth the culprits involved in the heinous killing of SP and his son. Inspector Ghulam Qanbar of Special Branch was killed on 13 Sep 2001 in D.I.K. He was targeted because he captured a deadly dangerous terrorist Murtaza Mawia with 5 lack money on his head a few months before his martyerdom. Advocate Khursheed Anwar – Centeral General Secretary Tehreek-e-Jafria Pakistan was martyred on 28 Sep 1999 along with his daughter Umme Lila 18 and guard Hassan on New Chongi D.I.K. He was the General Secretary of Tahreek-e-Jafria Pakistan. The accused were set free as a result of patch up between the family of advocate and the terrorists. Umme Lila 18, daughter of Advocate Khursheed Anwar embraced martyrdom along with his father as she was mourning his father’s death. The terrorist turned back and killed her. She was a brilliant student studying in F.Sc. Advocate Syed Afeef Abbas Shah was killed on 30 Dec 2004 in District Bar D.i.K at about 1:30 PM. He was targeted as he contesting the case of 5 innocent people who became the victim of the terrorists in 1999 while they were sleeping. The murderers could not be apprehended by the law enforcing agencies. Syed Bashir Husssain Kazmi – a retired Tehsildar was martyred on 25 May 2008 along with his brother Kifayat Hussain and two young nephews. The terrorist also killed a policeman at the spot as he tried to capture them. The other Youngman of the same family named Mazhar Abbas was martyred earlier in the this month (May 2008). Doctor Abdul Ali Bangash – a famous Sargon Doctor was assassinated in 1998 in District Headquarter hospital D.I.K in the light of a bright day while he was on his duty. The murderer on foot ran away from the scene with out any problem and police once again failed to trace the perpetrators and the master minds of this heinous crime. Doctor Ghulam Shabir an MBBS doctor was killed in his clinic on 2 Feb 2000. The culprits once again could not be brought to the justice by those who were responsible to bring them to the justice to create an example, so that nobody else could dare to kill the precious people of Pakistan. Allama Kazim Aseer Jarvi who belonged to village Jara D.I.K was killed along with his son on 28 March 92 while he was coming back to his home from Lahore. His young son Amar 14 who witnessed the killing of his father and brother later died of this psychological shock. Allama Allaha Nawaz Murtazvi was killed in February 1994 while he was coming from D.I.K to his village Haji mora to lead a Jumma prayerSyed Hassan Ali Kazmi a renowned Shia leader and Politician was killed on 7June 2001 in Mohallah Eisab Zai D.I.K. He contested the 1988 election and secured 20,000 votes. He is known as an icon of Shia-Sunni unity since he tried all his life for sectarian harmony.Liaqat Ali Imrani a well known social activist and local Journalist was killed in 2006. Maqbool Hussain a senior journalist (as quoted by BBC) was killed in D.I.K in October 2006 Fayyaz Hussain of Pakistan Army (DSG) became the victim of terrorists along with other 4 persons in Sardary Wala. Hawaldar Abdur Rasheed (Retd) was one of the victims of this incident in which terrorists opened fire on armless people. Iftikhar Hussain of Pak Army (DSG) was also amongst the 5 victims along with Sami 13 and a young child Arif hussain who was 8 years old. Hassan Ali an employee in Police was killed on 28 Sep 1999 while he was on his duty as a guard with Advocate Khursheed Anwar. He was 28. Qamar Abbas an other Police employee was killed while he was on his duty in a procession of SSP on Eid Milad. He was killed as his name ‘Abbs’ was prominent on his name plate. Hawaldar Rabnawaz (Police) from Ahle Sunnet sect embraced martyrdom when he tried to capture the terrorist who were fleeing after killing Inspector Qambar on 13 Sep 2001. Professor Nizakat Ali Imrani Professor Nizakat Imrani 44, was the Chairman of Commerce & Business Depart of Gomal University who became the victim of barbaric terrorists on 23 Dec 2006 as he was coming back to home after attending the Annual Convocation of the University. He was ranked amongst the most brilliant Professors of Gomal University. A few months earlier his elder brother Liaqat Imrani- a well known social activist and local journalist, was killed. On 25 May 2008, 5 innocent Shia belonging to same family and a policeman were killed in the light of a bright day. FUTURE THREAT The cause of Shia sufferings in D.I.Khan is Talibanization. The Talibans and other militants trained from Afghanistan belonging to D.I.K and tribal area have ran away from Afghanistan and Tribal area to D.I.Khan & have succeeded to make it a stronghold for themselves. They are not only targeting Shias but also carrying bomb blasts in Video center, Cinemas and Govt: Officials. The recent history of D.I.K has quiet clearly shown it. More prominent innocent Shia personalities are the ‘would be target’ of the sectarian militants The present activities of the terrorists and the growing influence of Talibanization in the vicinity of this sensitive District poses a great threat to the innocent citizens of Pakistan, especially to Shias. Conclusion The present radical trend in a sensitive District like D.I.Khan is a great threat to enlightened, moderate and progressive forces in the country. In the context of D.I.Khan following measures should be taken. Provincial government should be instructed to use iron hand against the terrorists to insure that the innocent people’s slaughtered is stopped and their life and property is safeguarded. The spiritual spring of Hajj has arrived with its freshness, purity and God-given grandeur and majesty, gathering again the faithful and eager hearts like butterflies encircling the Ka’bah of Divine Monotheism and Islamic Unity. Camped at Makkah and Mina, Arafat and Mash´ar are the fortunate human beings who, having responded to the call of (وَأَذِّن فِي النَّاسِ بِالْحَجِّ): (22:27) “proclaim the Hajj to all the people”, are being honored with the hospitality of the Clement and Munificent Lord. Here is the blessed House and the source of guidance from which the enlightening Divine signs radiated and the canopy of safety was set up to cast its universal shade. Wash your hearts in the Zamzam of piety, humility and God’s remembrance. Open the inner eye to the lights of the Divine signs. Embrace the spirit of submission and dedication, which are the hallmarks of true servant-hood. Keep on refreshing in your hearts the memory of that patriarch who, in willing compliance, led his Ishmael (Ismâeil) to the scene of sacrifice, thus showing us the clear path of attaining the friendship of the Glorious Lord and the manner of traversing it with a resolve infused with faith and an intent imbued with sincerity. The station of prophet Abraham (Ibrâhim) is one among these clarifying signs. The footprint by the side of Holy Ka’bah of prophet Ibrâhim, may Peace be upon him, is only a symbol of the station of Ibrâhim. The station of Ibrâhim is his station of dedication and self-sacrifice, his fortitude and resistance to personal desires and fatherly feelings as well as against the domination of unfaith, polytheism and Nimrod, the tyrant of the time. Today these two paths of deliverance lie open before each of us, individuals belonging to the Muslim Ummah. Determination, courage and firmness of resolve on part of each one of us can advance us towards the same goals to which mankind have been invited by the Divine envoys from Adam to the Seal of the Prophets, with the promise of dignity and felicity, in this world and in the Hereafter, for those who take this path. It will be worthy of the Hajj pilgrims’ attention at this great assembly of the Islamic Ummah to address the most important issues of the Islamic world. The uprisings and revolutions in some important Islamic countries are at the head of these issues. The events that have taken place in the Islamic world in the period between the previous and present Hajj pilgrimages can change the destiny of the Islamic Ummah, and they forebode a bright future accompanied with dignity and progress, material and spiritual. Dictators and ‘corrupt’ taghoots, allied with foreign powers, have been overthrown in Egypt, Tunisia and Libya, and the stormy waves of popular uprising in some other countries threaten to bring down the castles of wealth and power. This new chapter in the history of Our Ummah reveals certain facts which are all manifest Divine signs and give us vital lessons. These facts should be taken into account by Muslim nations in all their calculations. First, a young generation has emerged from the hearts of these nations after decades of political subjugation to foreign powers, which with its admirable self-confidence, is ready to face threats, confront the dominant powers and is determined to change the status-quo. Second, despite the authority and efforts of secular rulers and their overt and covert measures to curtail the influence of religion in these countries, Islam, with its conspicuous and impressive presence, has become the guiding principle of popular expression and sentiment. Like a fountainhead effusing through popular discourse and behavior it has given vitality and freshness to the rallies and activities of the millions. The mosques and minarets, Islamic slogans and calls of Allahu Akbar, all are clear indications of this fact and the recent Tunisian elections provide decisive evidence for this claim. There is no doubt that free elections in any Islamic country will hardly result in anything but what happened in Tunisia. Moreover, as revealed for all by this year’s events, God Almighty has placed such a force in the resolve and determination of nations that no power whatsoever can withstand it. With this God-given power nations can change their destiny and partake of Divine help. Furthermore, during the last decades arrogant powers, led by the United States, had reduced the regional states to a subjugate condition through their political and security tactics. They imagined to have opened an obstacle-free highway for their rising economic, cultural and political domination over this susceptible part of the world. But now they are the primary target of the disgust and hatred of the region’s nations. Undoubtedly, the regimes emerging from these revolutions will never submit to the disgraceful inequalities of the past, and the political geography of the region will be drawn by the nations in pursuance of their dignity and complete independence. In addition, the crafty nature of the hypocritical Western powers has become all too apparent for the people of these countries. The U.S. and Europe made their utmost efforts to retain their pawns in Egypt, Tunisia and Libya, each of them in a particular way. But when their wishes had to give in before the resolve of the nations, they cast a wily friendly smile at the triumphant public. There are further precious facts and manifest Divine signs embedded in the regional events of the past year, which are not hard to discern for reflective minds. Nevertheless, the entire Islamic Ummah and especially the revolutionary nations stand in need of two basic elements: First, the continuity of their stand and avoidance of slackness in resolve. In the Qur’an, the Divine summons to the Greatest Messenger, may God bless him and his family, are addressed in these words: فَاسْتَقِمْ كَمَا أُمِرْتَ وَمَن تَابَ مَعَكَ وَلاَ تَطْغَوْا “Be steadfast, just as you have been commanded—[by Allah] and whoever has turned [to God] with you—and do not overstep the bounds (11:112)” and (فَلِذَلِكَ فَادْعُ وَاسْتَقِمْ كَمَا أُمِرْتَ). “Be steadfast, just as you have been commanded (42:15).” The Prophet Moses, may peace be upon him, is quoted as telling his people: (وقَالَ مُوسَى لِقَوْمِهِ اسْتَعِينُوا بِاللّهِ وَاصْبِرُواْ إِنَّ الأَرْضَ لِلّهِ يُورِثُهَا مَن يَشَاء مِنْ عِبَادِهِ وَالْعَاقِبَةُ لِلْمُتَّقِينَ) “Turn to God for help and be patient. The earth indeed belongs to God, and He gives its inheritance to whomever He wishes of His servants, and the outcome will be in favor of the pious people. ” (7:128) At the present, the most significant aspect of piety for the risen nations is not to halt in their auspicious movement, and not to let themselves be diverted by the achievements of this phase. This is the important part of the piety whose possessors are rewarded with the “favorable outcome.” Second, careful awareness with regard to the plots and gimmicks of the arrogant international powers who have suffered a setback from these uprisings and revolutions. They evidently will not sit idle. They will reenter the arena with all their political, financial and security outfits to reestablish their influence and control in these countries. Their outfits are carrot and stick and deceit. Experience has shown there are some among the elite who are susceptible to these gimmicks. Fear, greed or negligence prompt them to serve the enemy. The vigilant eyes of the youth, intellectuals and religious scholars should be closely watchful. The greatest threat posed by the Camp of Unfaith and arrogant powers lies in its intervention and influence over the structures of the new political systems in these countries. They will do their utmost to see that the new systems do not take on an Islamic and republic identity. All the concerned people in these countries and all those who cherish their homeland’s honor, dignity and progress should work to ensure the complete and perfect Islamic and republic character of the emergent polity. In this regard, the role of the constitutions will be significant. National unity and official recognition of sectarian, tribal and ethnic differences are a precondition of future success. The valiant revolutionary nations of Egypt, Tunisia and Libya, as well as other awakened and combatant nations, should know that the sole means of deliverance from the oppression and guile of the United States and other Western hubristic powers is to establish a global balance of power conducive to their interests. The Muslims should bring themselves on a par with the great world powers in order to be able to reach a serious solution of their problems with the World-devourers. This cannot be achieved except with the cooperation, understanding and solidarity of Islamic countries. This was an unforgettable advice of the great Imam Khomeini. For months on, the United States and NATO dropped bombs on the heads of the Libyan people making Gaddafi, a vicious dictator, an excuse. Gaddafi was someone who was considered their close friend before the valiant uprising of the Libyan people. They used to coddle him, steal the wealth of Libya through his hands and press or kiss his hand in order to dupe him. Following the people’s uprising, they made him an excuse to destroy the entire infrastructure of Libya. Which state could stop the tragic massacre of the Libyan people and destruction of the country at the hands of NATO? Until the claws and fangs of the bloodthirsty and barbaric Western powers are not broken, such dangers will remain conceivable for Islamic countries. Their safety from such dangers is not possible except by forming the Islamic world as a powerful pole. Today the West, United States and Zionism are weaker than ever before. Economic troubles, successive failures in Afghanistan and Iraq, deep-running public outrage in America and other Western countries with its daily widening scope, the struggles and sacrifices of the people of Palestine and Lebanon, the daring popular uprisings in Yemen, Bahrain and some other countries under American influence—all these are significant portents for the Islamic Ummah, especially for the emergent revolutionary nations. Faithful men and women throughout the Islamic world, particularly in Egypt, Tunisia and Libya should make the most of this opportunity for the formation of an international Islamic power block. The vanguard and the elite of the uprisings should place their trust in Almighty God and, with reliance on His promise of help, adorn the new chapter in the history of the Islamic Ummah with their lasting achievements, thus earning God’s approval and fulfilling the prerequisites of His help May Peace be upon God’s righteous servants! The following is the full text of Ayatollah Khamenei’s inaugural address delivered on August 30, 2012 at the 16th Non-Aligned Summit in Tehran. In the Name of Allah, the Beneficent, the Merciful All praise belongs to Allah, the Lord of the Two Worlds, and may peace and blessings be upon the greatest and trustworthy Messenger and on his pure progeny, his select companions, and all the prophets and divine envoys. I welcome you honorable guests, the leaders and delegations representing the member states of the Non-Aligned Movement, and all the other participants of this great international summit. We have gathered here to continue a movement with God’s guidance and assistance and to give it new life and momentum on the basis of the current conditions and needs in the world. The movement was founded almost six decades ago thanks to the intelligence and courage of a few caring and responsible political leaders who were aware of the conditions and circumstances of their time. Our guests have gathered here from different geographical locations, far and near, and they belong to different nationalities and races with different ideological, cultural and historical characteristics, but just as Ahmad Sukarno, one of the founders of this movement said in the famous Bandung Conference in the year 1955, the basis of establishing the Non-Aligned Movement is not geographical or racial and religious unity, but rather unity of needs. At that time, the member states of the Non-Aligned Movement were in need of a bond that could safeguard them against authoritarian, arrogant and insatiable networks and today with the progress and spread of the instruments of hegemony, this need still exists. I would like to point out another truth. Islam has taught us that in spite of their racial, linguistic and cultural differences, human beings share the same nature, which calls them to purity, justice, benevolence, compassion and cooperation. It is this universal human nature which – if it can safely steer away from misleading motives – guides human beings to monotheism and understanding of God’s transcendent essence. This brilliant truth has such potential that it can form the foundation of societies which are free and proud and at the same time enjoy progress and justice. It can extend the light of spirituality to all material and worldly endeavors of humankind and it can create a paradise on earth for human beings in advance of the other-worldly paradise, which has been promised by divine religions. And it is this common and universal truth that can form the foundations of brotherly cooperation among the nations that do not share any similarities in terms of outward structures, historical background and geographical location. Whenever international cooperation is based on such a foundation, governments will build their relationships with each other not on the basis of fear and threats, or greed and unilateral interests, or mediation of treasonous and venal individuals, but on the basis of wholesome and shared interests and more importantly, the interests of humanity. In this way, governments can relieve their awakened consciences and put the minds of their peoples at ease. This values-based order is the exact opposite of the hegemony-based order, which has been upheld, propagandized and led by hegemonic Western powers in the recent centuries and by the domineering and aggressive government of America today. Dear guests, today after the passage of nearly six decades, the main values of the Non-Aligned Movement remain alive and steady: values such as anti-colonialism, political, economic and cultural independence, non-alignment with any power blocs, and improving solidarity and cooperation among the member states. The realities of today’s world fall short of those values, but the collective will and comprehensive efforts to change the existing realities and achieve these values, though full of challenges, are promising and rewarding. In the recent past, we have been witness to the failure of the policies of the Cold War era and the unilateralism that followed it. Having learnt lessons from this historical experience, the world is in transition towards a new international order and the Non-Aligned Movement can and should play a new role. This new order should be based on the participation of all nations and equal rights for all of them. And as members of this movement, our solidarity is an obvious necessity in the current era for establishing this new order. Fortunately, the outlook of global developments promises a multi-faceted system in which the traditional power blocs are replaced with a group of countries, cultures and civilizations from different economic, social and political origins. The striking events that we have witnessed over the past three decades clearly show that the emergence of new powers has coincided with the decline of the traditional powers. This gradual transition of power provides the non-aligned countries with an opportunity to play a significant and worthy role on the world stage and prepare the ground for a just and truly participatory global management. In spite of varying perspectives and orientations, we member states of this movement have managed to preserve our solidarity and bond over a long period of time within the framework of the shared values and this is not a simple and small achievement. This bond can prepare the ground for transitioning to a just and humane order. Current global conditions provide the Non-Aligned Movement with an opportunity that might never arise again. Our view is that the control room of the world should not be managed by the dictatorial will of a few Western countries. It should be possible to establish and ensure a participatory system for managing international affairs, one that is global and democratic. This is what is needed by all the countries that have been directly or indirectly harmed as a result of the transgression of a few bullying and hegemonic countries. The UN Security Council has an illogical, unjust and completely undemocratic structure and mechanism. This is a flagrant form of dictatorship, which is antiquated and obsolete and whose expiry date has passed. It is through abusing this improper mechanism that America and its accomplices have managed to disguise their bullying as noble concepts and impose it on the world. They protect the interests of the West in the name of “human rights”. They interfere militarily in other countries in the name of “democracy”. They target defenseless people in villages and cities with their bombs and weapons in the name of “combating terrorism”. From their perspective, humanity is divided into first-, second- and third-class citizens. Human life is considered cheap in Asia, Africa and Latin America, and expensive in America and Western Europe. The security of America and Europe is considered important, while the security of the rest of humanity is considered unimportant. Torture and assassination are permissible and completely ignored if they are carried out by America, the Zionists and their puppets. It does not trouble their conscience that they have secret prisons in various places on different continents, in which defenseless prisoners who have no legal representation and have not been tried in a court of law are treated in the most hideous and detestable way. Good and evil are defined in a completely one-sided and selective way. They impose their interests on the nations of the world in the name of “international law”. They impose their domineering and illegal demands in the name of “international community”. Using their exclusive and organized media network, they disguise their lies as the truth, their falsehood as true, and their oppression as efforts to promote justice. In contrast, they brand as lies every true statement that exposes their deceit and label every legitimate demand as roguish. Friends, this flawed and harmful situation cannot continue. Everybody has become tired of this faulty international structure. The 99 percent movement of the American people against the centers of wealth and power in America and the widespread protests of the people in Western Europe against the economic policies of their governments show that the people are losing their patience with this situation. It is necessary to remedy this irrational situation. Firm, logical and comprehensive bonds between member states of the Non-Aligned Movement can play an important role in finding a remedy. Honorable audience, international peace and security are among the critical issues of today’s world and the elimination of catastrophic weapons of mass destruction is an urgent necessity and a universal demand. In today’s world, security is a shared need where there is no room for discrimination. Those who stockpile their anti-human weapons in their arsenals do not have the right to declare themselves as standard-bearers of global security. Undoubtedly, this will not bring about security for themselves either. It is most unfortunate to see that countries possessing the largest nuclear arsenals have no serious and genuine intention of removing these deadly weapons from their military doctrines and they still consider such weapons as an instrument that dispels threats and as an important standard that defines their political and international position. This conception needs to be completely rejected and condemned. Nuclear weapons neither ensure security, nor do they consolidate political power, rather they are a threat to both security and political power. The events that took place in the 1990s showed that the possession of such weapons could not even safeguard a regime like the former Soviet Union. And today we see certain countries which are exposed to waves of deadly insecurity despite possessing atomic bombs. The Islamic Republic of Iran considers the use of nuclear, chemical and similar weapons as a great and unforgivable sin. We proposed the idea of “Middle East free of nuclear weapons” and we are committed to it. This does not mean forgoing our right to peaceful use of nuclear power and production of nuclear fuel. On the basis of international laws, peaceful use of nuclear energy is a right of every country. All should be able to employ this wholesome source of energy for various vital uses for the benefit of their country and people, without having to depend on others for exercising this right. Some Western countries, themselves possessing nuclear weapons and guilty of this illegal action, want to monopolize the production of nuclear fuel. Surreptitious moves are under way to consolidate a permanent monopoly over production and sale of nuclear fuel in centers carrying an international label but in fact within the control of a few Western countries. A bitter irony of our era is that the U.S. government, which possesses the largest and deadliest stockpiles of nuclear arms and other weapons of mass destruction and the only country guilty of its use, is today eager to carry the banner of opposition to nuclear proliferation. The U.S. and its Western allies have armed the usurper Zionist regime with nuclear weapons and created a major threat for this sensitive region. Yet the same deceitful group does not tolerate the peaceful use of nuclear energy by independent countries, and even opposes, with all its strength, the production of nuclear fuel for radiopharmaceuticals and other peaceful and humane purposes. Their pretext is fear of production of nuclear weapons. In the case of the Islamic Republic of Iran, they themselves know that they are lying, but lies are sanctioned by the kind of politics that is completely devoid of the slightest trace of spirituality. One who makes nuclear threats in the 21st century and does not feel ashamed, will he feel ashamed of lying? I stress that the Islamic Republic has never been after nuclear weapons and that it will never give up the right of its people to use nuclear energy for peaceful purposes. Our motto is: “Nuclear energy for all and nuclear weapons for none.” We will insist on each of these two precepts, and we know that breaking the monopoly of certain Western countries on production of nuclear energy in the framework of the Non-Proliferation Treaty is in the interest of all independent countries, including the members of the Non-Aligned Movement. The Islamic Republic\\\\\\\'s successful experience in resistance against the bullying and comprehensive pressures by America and its accomplices has firmly convinced it that the resistance of a unified and firmly determined nation can overcome all enmities and hostilities and open a glorious path to its lofty goals. The comprehensive advances made by our country in the last two decades are facts for all to see, as repeatedly attested by official international observers. All this has happened under sanctions, economic pressures and propaganda campaigns by networks affiliated with America and Zionism. The sanctions, which were regarded as paralyzing by nonsensical commentators, not only did not and will not paralyze us, but have made our steps steadier, elevated our resolve and strengthened our confidence in the correctness of our analyses and the inborn capacities of our nation. We have with our own eyes repeatedly witnessed divine assistance in these challenges. Honored guests, I deem it necessary to speak about a very important issue, which though related to our region has dimensions extending far beyond it and which has influenced global policies for several decades. This issue is the agonizing issue of Palestine. The summary of this matter is that on the basis of a horrible Western plot and under the direction of England in the 1940s, an independent country with a clear historical identity called “Palestine” has been taken away from its people through the use of weapons, killings and deception and has been given to a group of people the majority of whom are immigrants from European countries. This great usurpation – which at the outset was accompanied with massacres of defenseless people in towns and villages and their expulsion from their homes and homeland to bordering countries – has continued for more than six decades with similar crimes and continues to this very day. This is one of the most important issues of the human community. Political and military leaders of the usurping Zionist regime have not avoided any crimes during this time: from killing the people, destroying their homes and farms and arresting and torturing men and women and even their children, to humiliating and insulting that nation and trying to destroy it in order to digest it in the haraam-eating stomach of the Zionist regime, to attacking their refugee camps in Palestine itself and in the neighboring countries where millions of refugees live. Such names as Sabra and Shatila, Qana and Deir Yasin have been etched in the history of our region with the blood of the oppressed Palestinian people. Even now after 65 years the same kind of crimes marks the treatment of Palestinians remaining in the occupied territories by the ferocious Zionist wolves. They commit new crimes one after the other and create new crises for the region. Hardly a day passes without reports of murder, injury and arrests of the youth who stand up to defend their homeland and their honor and protest against the destruction of their farms and homes. The Zionist regime, which has carried out assassinations and caused conflicts and crimes for decades by waging disastrous wars, killing people, occupying Arab territories and organizing state terror in the region and in the world, labels the Palestinian people as “terrorists”, the people who have stood up to fight for their rights. And the media networks which belong to Zionism and many of the Western and mercenary media repeat this great lie in violation of ethical values and journalistic commitment, and the political leaders who claim to defend human rights have closed their eyes on all these crimes and support that criminal regime shamelessly and boldly and assume the role of their advocates. Our standpoint is that Palestine belongs to the Palestinians and that continuing its occupation is a great and intolerable injustice and a major threat to global peace and security. All solutions suggested and followed up by the Westerners and their affiliates for “resolving the problem of Palestine” have been wrong and unsuccessful, and it will remain so in the future. We have put forth a just and entirely democratic solution. All the Palestinians – both the current citizens of Palestine and those who have been forced to immigrate to other countries but have preserved their Palestinian identity, including Muslims, Christians and Jews – should take part in a carefully supervised and confidence-building referendum and chose the political system of their country, and all the Palestinians who have suffered from years of exile should return to their country and take part in this referendum and then help draft a Constitution and hold elections. Peace will then be established. Now I would like to give a benevolent piece of advice to American politicians who always stood up to defend and support the Zionist regime. So far, this regime has created countless problems for you. It has presented a hateful image of you to the regional peoples, and it has made you look like an accomplice in the crimes of the usurping Zionists. The material and moral costs borne by the American government and people on account of this are staggering, and if this continues, the costs might become even heavier in the future. Think about the Islamic Republic\\\\\\\'s proposal of a referendum and with a courageous decision, rescue yourselves from the current impossible situation. Undoubtedly, the people of the region and all free-thinkers across the world will welcome this measure. Honorable guests, now I would like to return to my initial point. Global conditions are sensitive and the world is passing through a crucial historical juncture. It is anticipated that a new order shall be born. The Non-Aligned Movement, which includes almost two-thirds of the world community, can play a major role in shaping that future. The holding of this major conference in Tehran is itself a significant event to be taken into consideration. By pooling our resources and capacities, we members of this movement can create a new historic and lasting role towards rescuing the world from insecurity, war and hegemony. This goal can be achieved only through our comprehensive cooperation with each other. There are among us quite a few countries that are very wealthy and countries that enjoy international influence. It is completely possible to find solutions for problems through economic and media cooperation and through passing on experiences that help us improve and make progress. We need to strengthen our determination. We need to remain faithful to our goals. We should not fear the bullying powers when they frown at us, nor should we become happy when they smile at us. We should consider the will of God and the laws of creation as our support. We should learn lessons from what happened to the communist camp two decades ago and from the failure of the policies of so-called “Western liberal democracy” at the present time, whose signs can be seen by everybody in the streets of European countries and America and in the insoluble economic problems of these countries. And finally, we should consider the Islamic Awakening in the region and the fall of the dictatorships in North Africa, which were dependent on America and were accomplices to the Zionist regime, as a great opportunity. We can help improve the “political productivity” of the Non-Aligned Movement in global governance. We can prepare a historic document aimed to bring about a change in this governance and to provide for its administrative tools. We can plan for effective economic cooperation and define paradigms for cultural relationships among ourselves. Undoubtedly, establishing an active and motivated secretariat for this organization will be a great and significant help in achieving these goals. Thank you.

President Hamid Karzai for the first time has made public that the US wants to have permanent military presence in Afghanistan. He has also unveiled the number of bases the US is mulling over. Karzai wants to let the US have these bases but with some conditions. But on the streets, local Afghans are angry at the prospect of permanent US bases in their country. The say such bases will bring about more problems to Afghans, and that they no more trust foreign forces. It has now been 12 years of war since the US invaded Afghanistan, ostensibly to fight the Taliban and bring peace.
