The US Congress says President Barack Obama\\\'s plans for the country\\\'s nuclear arsenal will cost 355 billion dollars over the next decade. The Congressional Budget Office has issued a report saying the expenses will cover the modernization of nuclear weapons, their delivery systems, and nuclear weapons production laboratories. The CBO report also said the cost is nearly one hundred and 50 billion dollars more than the administration\\\'s initial request last year. The US president claims the nuclear modernization plan is needed to boost the security of the US military and give political leaders enough confidence in nuclear talks with other world powers. The new nuclear budget request comes as US officials continue to wrangle over the country\\\'s rising budget deficit.

The raging conflict in Syria is affecting efforts to neutralize its chemical arsenal. The Organization for the Prohibition of Chemical Weapons says security challenges have slowed the transport of the Arab country\'s chemical weapons abroad for destruction. The OPCW says it\'s taking additional measures to complete its mission, and that Syria\'s chemical arms will be destroyed as planned by the end of June. Damascus agreed to hand over its chemical weapons to the body as part of a plan proposed by Russia to prevent a US attack on the country. Washington threatened airstrikes on Syria, following the August 21 chemical attack near the Syrian capital. The gas attack killed hundreds of people there. Both Damascus and Moscow say it was carried out by insurgents to provoke a Western invasion of Syria.

The head of the Organization for Prohibition of Chemical Weapons the OPCW says Israel and several other countries should join the chemical arms treaty. Ahmed Uzum-ju received the Nobel Peace Prize on behalf of the Organization in Oslo. The Hague based organization was awarded the prize for its efforts to eliminate Syria\'s chemical arms arsenal. The OPCW sent experts to Syria after a sarin gas attack killed more than 1400 people in the Damascus Countryside in August. Both the government and foreign backed insurgents blamed each other for the attack. Later on, the Syrian government agreed to give up the country\'s chemical weapons arsenal to avert a US attack on Syrian soil.

IAEA resolution looms large on Israel Arab states remain adamant about bringing Israel to account for its nuclear activities by proposing a relevant draft resolution to UN's nuclear watchdog for its upcoming annual conference. As the 54th annual general conference of the International Atomic Energy Agency (IAEA) is set to convene next week, there is great international anticipation for a major focus on Tel Aviv's nuclear activities, after so many years of ignoring the issue. "The Arab Group urges to keep the item 'Israeli nuclear capabilities' on the agenda of the general conference and ... will submit a draft resolution," said the Sudanese envoy to the organization, Mahmound El-Amin on behalf of 22 Arab states, AFP reported. "The Arab Group requests the IAEA member states to support the draft resolution and vote in favor of it," he added. The Israeli regime is widely believed to have manufactured numerous nuclear warheads since 1958, a year after IAEA's inception. The agency, however, has so far refused to ratify any resolutions on Israel's nuclear activities. Former US President Jimmy Carter has attested to the existence of the Israeli nuclear arsenal, confirming that it includes between 200 to 300 warheads. Decades of recurrent reporting and aerial footage have also established the Israeli possession of atomic arms. The IAEA Director General, Yukiya Amano recently reported to the agency's Board of Governors about the nuclear program, saying that Tel Aviv was restricting the agency from examining its nuclear potentials. The report, however, merely calls on Tel Aviv to join the Nuclear Non-Proliferation Treaty (NPT) and "place all its nuclear facilities under comprehensive IAEA safeguards," with no enforcement or follow-up measures behind it. El-Amin called the report "weak and disappointing" and said that the organization uses "double standards" when it comes to Israel. Efforts by Arab states and other countries caused an NPT review conference in May to issue a statement, highlighting the importance of Tel Aviv's acceding to the treaty and its allowing the IAEA to fully inspect its nuclear sites. The United States, Israel's strongest ally, has served its Arab allies with a warning against supporting the draft resolution on Israel's nuclear activities, arguing that it poses risks to the renewed direct talks between the Tel Aviv regime and the Palestinian Authority (PA). Speaking before the drill, Commander of the Islamic Revolution Guards Corps Major General Mohammad Ali Jafari said Iran\'s armed forces are fully ready to deter the enemy\'s provocations. Speaking to Press TV, the commander of Basij division of Alborz Province said the annual drill seeks to prepare the forces to deal mentally and physically with the realities of combat. The IRGC commander also said the drills are a way of reassuring the public that the country\'s armed forces, including the Basij, can defend them come what may. The Basij is a volunteer force established in 1979 by the order of the late Imam Khomeini, the founder of Islamic Revolution. The force has millions of civilian volunteers across the nation.

Reports coming out of Syria suggest that insurgents battling government troops have seized a town in the southern Daraa province. Militants took control of Tafas following weeks of heavy clashes with army forces. The fighting has left dozens dead on both sides. The town of Tafas links the eastern and western parts of Daraa along the Jordanian border. In another battlefield in the central province of Homs, insurgents and government troops are fighting for control of a highly-strategic arsenal in Mahin. Militants say they have killed at least a hundred Syrian army forces, and lost scores of their own men.

The Organization for the Prohibition of Chemical Weapons says Syria has submitted a detailed plan to destroy its chemical arsenal on time. The OPCW said in a statement that Damascus has handed over its formal initial declaration covering its chemical weapons program. The declaration includes a general plan of destruction to be considered by the OPCW Executive Council. Damascus was required to submit the destruction plan under a US-Russian deal agreed last month. Syria has already handed over an inventory of its chemical weapons and international inspectors are probing its facilities. The team has until November 1 to inspect the chemical weapons arsenals declared by Damascus and supervise the destruction of the related facilities.

UN-Arab League envoy Lakhdar Brahimi says Syrian President Bashar al-Assad could play a constructive role in a future transition in his country. Brahimi is in Damascus on the latest leg of a regional tour to rally support for the upcoming Geneva talks. In an interview with a French magazine ahead of his trip, he said a deal on Syria\'s arsenal of chemical weapons has transformed Assad from Quote-- a pariah into a partner. On Sunday, the veteran Algerian diplomat was in Tehran, where he insisted on Iran\'s participation in the Geneva conference. However, Brahimi faces an uphill task in convincing the fractured foreign-backed opposition to attend the talks. And 19 militant groups have issued threats against those who plan to attend the Geneva conference. Brahimi says he fears Syria may become a failed state like Somalia if a peace agreement cannot be reached.

The Special Coordinator of the mission says her team\'s made progress in destroying the chemicals. Kaag also says the mission requires support by the international community in terms of packaging material and other logistic needs. She added that the security situation in the country has forced the mission to plan for possible contingencies. Kaag also praised the cooperation of the Syrian government, calling it constructive. The UN has set June 2014 as the deadline for the dismantlement of Syria\'s entire chemical weapons stockpile.

Syrian media reports reject the opposition\'s latest accusation that government forces used chemicals in Damascus countryside. Syrian media say claims of a gas attack by the army in al-Nabek are completely false and baseless. They\'re calling the allegation an attempt to justify the recent defeats of terrorist groups in their confrontations with army units. This comes a day after the foreign-backed opposition accused government troops of using poison gas. Back in August, hundreds of people lost their lives in a nerve gas attack around Damascus. Both sides blamed each other for the attack. Later on, the Syrian government agreed to give up the country\'s chemical weapons arsenal when an agreement between the U-S and Russia averted an attack on Syria.

The UN secretary-general has deplored the use of chemical weapons in Syria and has called on the international community to sanction those responsible for the chemical attacks. Ban Ki-moon\'s statement came a day after a UN report concluded that banned chemical weapons were used at least five times before Damascus agreed to dismantle its arsenal. However, the report did not lay blame for the attacks. The report said evidence indicated chemical weapons were probably used in Khan al-Assal outside Aleppo on March 19 against soldiers and civilians. The government and opposition accused each other of using chemical weapons at Khan al-Assal, and the report said none of the parties in Syria denied their use in the village. Swedish expert Ake Sellstrom, who led the UN investigation team that compiled the report, reminded reporters that the mandate did not allow him to point the finger at anyone.

The US administration is stepping up criticism of the Syrian government over the removal of its chemical weapons. Secretary of State John Kerry says all options are still on the table and that Syria could face consequences for failing to get rid of its stockpile of chemical weapons. Over the past two days, the US administration has repeatedly accused Damascus of deliberately stalling the international disarmament deal to remove its chemical weapons. But Russia has rejected Washington\'s charges that the Syrian government is dragging its feet in the effort to eliminate its chemical weapons stockpile. Moscow says a June 30 deadline to destroy Syria\'s arsenal of toxic agents remains viable, despite delays. The Kremlin says the delays are due to security problems on the road to the port of Latakia and insufficient technical support from the outside world.

Iran is taking a government-owned British company to the High Court over purchased weaponry that was never delivered. According to a report by The Independent, Tehran is pushing for six hundred fifty seven million dollars in compensation. The dispute goes back to 35 years ago when the deposed Shah of Iran paid the International Military Services 1 billion dollars for Chieftain battle tanks and repair vehicles. The arsenal was, however, not fully delivered, as a result of the 19-79 Islamic Revolution. A spokesman for the British Ministry of Defense has said that they hope a settlement could be reached before legal proceedings begin. He also said no money will be paid to Iran while the EU sanctions remain in place. The European Union Council has already suspended part of the sanctions following the interim nuclear deal between Tehran and world powers in November 2013.
