Russia and China have skipped a UN Security Council meeting called to discuss a draft resolution that would impose more sanctions on Syria unless the government gives unrestricted access to deliver aid.
The resolution was drafted by Australia, Jordan, and Luxembourg. Russia\'s UN envoy, Vitaly Churkin, vowed to veto the proposed measure if necessary, saying that the resolution would increase tension in Syria and disrupt the current humanitarian efforts. The Russian ambassador added that the measure would endanger the Geneva-two negotiations being held in Switzerland.

The fresh round of talks between the representatives of the Syrian government and the foreign-backed opposition has got off to a rough start with few signs of progress.
Brahimi-- who was making the remarks after a joint meeting with the two sides-- added that there is a need for cooperation between the negotiating parties and the support of the international community for talks to be fruitful. The U-N-Arab League mediator also confirmed that there he will have a joint meeting with Russian Deputy Foreign Minister Gennady Gatilov, and U-S undersecretary of state for political affairs Wendy Sherman on Friday. Brahimi is due to report to U-N Secretary General Ban Ki-moon and the Security Council within the next few weeks.

Russia has criticized the United States\' recent decision to blacklist a number of individuals and companies for evading sanctions against Iran.
Russian Deputy Foreign Minister Sergei Ryabkov says the US measure will hinder progress on ending the standoff over Iran\'s nuclear energy program. Ryabkov added that the unilateral U-S sanctions are illegitimate. Last November, Iran and the five permanent members of the U-N Security Council plus Germany reached a landmark agreement on Tehran\'s nuclear energy program. Under the deal, Iran agreed to limit its nuclear activities in return for the West easing its anti-Tehran sanctions. In late January, the two sides implemented the deal, with the West easing some of its sanctions.
