Elsewhere, in Salma countryside, the Syrian troops continued their operations, killing 23 militants and wounding 43 others.
In the village of Ghamam, the army killed nine militants fighting against the government.

The Observatory says the foreign-backed F-S-A had earlier overrun the I-S-I-L\'s headquarters in the city. The bodies of at least 42 people executed by I-S-I-L were reportedly found at the base. Meanwhile, some reports suggest that the ISIL has taken the upper hand against the FSA in the city of Raqqah. The al-Qaeda-linked group is said to be in control of several key positions in the city. A large number of people, including civilians, have been killed during the infighting.

Sunday\'s deaths came on the third day of infighting that began when militants of the so-called Free Syrian Army attacked checkpoints and bases manned by the I-S-I-L. The clashes have mostly centered in the northern provinces of Aleppo and Idlib. Opposition sources say the I-S-I-L militants summarily executed thirty of their civilian and non-civilian hostages after their base was surrounded by rival insurgents in the Harem district of Idlib province. Meanwhile, a group calling itself the Islamic Front, which is the biggest insurgent alliance in Syria, issued a strong warning to the ISIL militants, vowing to fight against the group.

The deal says Paris is to play the role of the military supplier, while Riyadh will take care of the financing. No one has so far mentioned that the military aid could be used to deter Israel. Tel Aviv has launched wars on Lebanon ever since its existence but no such military aid has ever been granted to Lebanon. Moreover Israeli officials have not made any objections to this announcement. Hence the logical, widespread conclusion is that this step targets Hezbollah. In a recent visit by Suleiman to Riyadh, the Saudi Monarch reportedly called for the Lebanese army to stop Hezbollah from joining the fight in Syria. Many experts believe that this is a Saudi reaction to the role Hezbollah has played in thwarting Riyadh\\\'s agenda of toppling Syrian president Bashar Assad. Saudi Arabia\\\'s Lebanese allies in the March 14 movement appeared to confirm this view, with members of the movement describing this declaration as a blow to Hezbollah. Meanwhile, the designated supplier of the military aid, France, is believed to be the main force behind the recent E-U decision to blacklist the military wing of Hezbollah. Saudi Arabia is eager to escalate its campaign against Hezbollah, perhaps showing Washington that it can seek support elsewhere. Iran\\\'s Deputy Foreign Minister Seyyed Abbas Araqchi has said the talks are aimed at coming up with mechanisms to implement last month\\\'s nuclear deal reached with the P-five-plus-one group of countries. Araqchi also said that the negotiations will be held at a higher level if the current talks fail to reach a conclusion. Meanwhile, Iranian Foreign Minister Mohammad Javad Zarif and EU Foreign Policy Chief Catherine Ashton have agreed to resume talks after Christmas. Lebanon\\\'s first man has also kicked off talks with Lebanese rival factions in a bid to help Prime-Minister Designate \\\"Tammam Salam\\\" form a cabinet line-up prior to the two-month constitutional period. The cabinet line-up formation however has been in limbo for the past 9 months namely due to the Saudi-backed March 14 Bloc\\\'s boycott of parliamentary sessions citing Hezbollah\\\'s intervention in Syria as a pretext. The Saudi-backed March 14th Bloc is now calling for a neutral line-up while the Hezbollah-led March 8th is calling for an all-embracing cabinet while rejecting a De-Facto one. The proposal of a neutral cabinet has also been slammed by Lebanese Druze Leader Walid Jumblat who warned it would be a \\\"leap into the unknown\\\". Meanwhile, the Free Patriotic Movement has accused the March 14th Bloc of paving the way for a presidential vacuum through the continued boycott of parliamentary sessions dubbing the movement\\\'s obstruction of government institutions as part of instructions taken from their regional allies pre-Geneva II talks. The Free Patriotic Movement MP also highlighted what he described as an alarming pledge by Riyadh\\\'s ambassador to London who vowed continued military and financial support for the foreign-backed groups fighting in Syria even if Saudi Arabia goes it alone. The MP warned the March 14th Bloc of following their Saudi ally\\\'s footsteps as well. Though Lebanon\\\'s President has vowed a smooth transition of power rebuffing any attempt to extend his mandate, fears of a vacuum at the presidential post are simmering in Beirut for their grave consequences on Lebanon. Representatives from Iran and the permanent members of the UN Security Council plus Germany are in Geneva for another round of technical talks over Iran\'s nuclear program.
The talks come after four days of similar talks in Vienna last week. Iran walked out of the last round after the US expanded its sanctions against Tehran. The added measures came as, under a landmark deal in Geneva last month, the West had promised not to slap new sanctions. Tehran says it\'s ready to pick up the talks after the E-U foreign policy chief, Catherine Ashton assured it that the P-five-plus-one countries, specially the U-S, would continue the talks in goodwill. Meanwhile, France\'s Foreign Minister Laurent Fabius, who had previously blocked a deal under the influence of Israel, has already cast doubt on the chances of a final agreement in Geneva.
