Hamas Prime Minister Ismail Haniya has reached out to West Bank rivals Fatah, saying its members will be allowed back into Gaza, in an effort to promote Palestinian reconciliation.
Haniya stated that the Hamas government will allow all Fatah members who are from the Gaza Strip and who left the territory in 2007 to return, without any precondition. But the Hamas prime minister made exceptions for those accused of killing Hamas members during intense factional fighting that year. Haniya had a phone conversation with Fatah leader and acting Palestinian authority chief Mahmoud Abbas in October, during which he called for a resolution of their dispute and a QUOTE return to national unity.

The Islamic Front, which is the biggest insurgent alliance, had earlier announced that it would fight against the group. Earlier in the day, Al-Qaeda-linked militants killed at least 50 rival insurgents. The insurgents were killed in attacks, car bombings, and summary executions by militants loyal to the Islamic State of Iraq and the Levant, also known as the ISIL. It was the third day of infighting, which began when militants of the so-called Free Syrian Army attacked checkpoints and bases manned by the ISIL. Previously, the clashes were mostly in the northern provinces of Aleppo and Idlib, but opposition sources say the fighting has now spread to the east.

The Israeli anti-settlement group Peace Now criticized Israel\\\'s latest move, saying Tel Aviv had the option of suspending settlement plans and giving the so-called peace talks a chance, but instead chose to push ahead with the expansion of settlements. The latest announcement came shortly after Kerry\\\'s departure. The U-S secretary of state had earlier urged Israel to refrain from taking any steps that would derail the negotiations. The international community considers settlements illegal, and the Palestinians have long viewed settlement construction as a key obstacle to reaching a peace agreement.
